Purpose of Classification:
Under general supervision, plans and implements a closely associated set of program initiatives for an identified client -oriented operation. Lead person with experience to resolve building problems due to asbestos, lead and mold for campus and university affiliated areas. Provides logistical support and oversees operation in area of expertise. Interfaces with facilities personnel, building monitors and faculty and staff to ensure workers and others potentially impacted are informed. Arranges for specialized work by qualified outside contractors. Performs a variety of moderately complex technical duties in support of departmental programs to ensure compliance with federal, state and local regulations as well as University policies. Independent judgment in making decisions involving non-routine problems is required.
Standard Duties:
Monitors facilities for asbestos hazards: collects bulk and air samples following established EPA and NIOSH protocols or supervises contractors surveying for presence of hazard materials. Conducts testing and oversees work to correct or mitigate problems. Ensure compliance with asbestos and related materials as well as safety regulations. Coordinates campus building projects involving hazardous, regulated materials such as asbestos, mold and indoor air quality problems. Conducts or arranges for qualified vendors to provide specialized operations for removal and proper disposal of building hazardous materials. Supervises abatement contractors and consultants; acts as site coordinator for abatement of asbestos and other hazardous building materials. Evaluates project site conditions. Facilitates and reviews work operations to insure safety and completion. Maintains records of asbestos, lead and mold testing and removal and manifests for special waste disposal. Compose and file regulatory notice with state agency on asbestos abatement projects. Maintains all regulatory required records to ensure university compliance. Investigates and coordinates remediation of building air quality and mold problem incidents; provides support for ventilation improvements; interacts with building occupant and facilities services personnel to coordinate remedy. May work weekends and after hours on emergency projects, incident and routine calls for asbestos, mold, lead air quality and other emergency building issues.
Knowledge, Skills and Abilities:
Demonstrated professional knowledge and operational expertise related to hazardous building materials. Knowledge and integrated understanding of the physical plant and facilities services operations of a large complex institutional facility. Knowledge of all federal, state and local codes and ordinances pertinent to hazardous building materials. Knowledge of customer service standards and procedures.
Project management skills. Project planning skills. Skill in organizing resources and establishing priorities. Intermediate computer skills. Technical and mechanical aptitude. Strong interpersonal and communication skills and ability to work well with a wide range of constituencies in a diverse community.
Ability to communicate effectively, both orally and in writing. Ability to develop and maintain recordkeeping systems and procedures. Ability to communicate technical information to non-technical personnel. Ability to work effectively with diverse populations. Ability to react calmly and effectively in emergency situations. Ability to supervise and oversee multiple projects and contractors to include organizing, prioritizing and scheduling work.
Minimum Qualifications:
   Education- High School Diploma/GED Certificate
   Experience- Five (5) years of experience related to the standard duties as outlined.
   Equivalency- Any equivalent combination of education, training and/or experience as approved by Human Resource Services.
   Certifications/License- Must be able to obtain certifications within 12 months of hire: Asbestos Inspectors and Management Planner certification, Mold Awareness training, Inspector/ Sampling and Remediation Techniques training, DOT Hazardous Materials Transportation Certification
