Purpose of Classification: | |
Under indirect supervision, oversees the planning, establishment, execution, and evaluation of the University's Fire Safety Program. Oversees the fiscal and operational management of the program, and serves as University representative and point of liaison with state and local regulators. Provides day-to-day technical/professional guidance and leadership to the University community on a wide range of fire safety issues, as appropriate. | |
Standard Duties: | |
Oversees the operation of the NMSU Fire Department, a 24/7 operation that provides Fire protection and EMT services to the NMSU campus. Reviews building project plans, to include new and remodel projects, for compliance with local, State, and Federal fire safety regulations and codes and serves as the Authority Having Jurisdiction for Life Safety code and compliance issues. Plans, develops, and implements fire prevention procedures and emergency response protocols for University operating units, to include emergency evacuation plans. Reviews and assists with the drafting of All Hazards and emergency Response Plan for NMSU and is responsive to Central Emergency Response Team (CART). Oversees and administers the day-to-day operations of the Fire Safety program, ensuring compliance with University, State, and Federal policies and regulations; Cleary Reports, Annual Reports, National Fire Incident Reporting System (NFIRS) , New Emergency Medical Services Tracking and Reporting System (NM EMSTARS). Provides professional leadership and coordination to the University community in the day-to-day execution of the Fires Safety program; interacts with University faculty and staff to correct non-compliance issues, and follows up on the implementation of corrective actions. Oversees Special events in regards to scheduling of occasional Emergency Medical Technicians (EMT) hires for the purposes of emergency medical standby as well as fire alarm system monitoring at large venues inside the Pan American Center. Oversees and approves program budget expenditures and contractor work; prepares revisions as appropriate; assists in the development of projects and proposals for relevant capital funding. Prepares and reviews operational analyses of program costs; prepares special and recurring reports. Assists with the long range capital planning of the NMSU Fire protection systems. Oversees the supervision of personnel, meets regularly with staff to discuss and resolve workload and technical issues training, promotion and enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Oversees and/coordinates the collection, compilation and analysis of program activity data; develops, writes, and presents comprehensive statistical and narrative program reports. Assists with establishing and implementing lon- and short-range department goals, objectives, policies, and operating procedures. Serves as primary liaison between the University community, the State Fire Marshal's Office, Dona Ana County Fire Marshal and the Las Cruces Fire Department in the coordination of inspections and code compliance. Represents NMSU at Local Emergency Planning Committee (LEPC) and County Fire Officers Committee meetings. Responds to and investigates fire and other emergencies and makes reports to Assistant VP for Facilities and Services. Performs miscellaneous job-related duties as assigned. | |
Knowledge, Skills and Abilities: | |
Current knowledge of NFPA Standard 10. Knowledge and understanding of fire safety and prevention principles, practices, standards, and resources. Knowledge and understanding of local, State, and Federal fire/safety regulations and codes. Knowledge of organizational structure, workflow, and operating procedures. Knowledge of faculty and/or staff hiring procedures. | |
Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Minimum Qualifications: | |
Education- Bachelor's degree in a related field. | |
Experience- Five (5) years of increasingly progressive management experience in one or more areas that report to this position. | |
Equivalency- Any equivalent combination of education and experience as approved by HR. | |
Certifications/License- Fire Inspector I Certification and ability to obtain Fire Inspector II within one year (National Fire Protection Association / International Code Council / IFSAC). New Mexico EMT License, Candidate must be able to acquire a NM Class E Driver's license wit | |
