Purpose of Classification:
Manages and coordinates all aspects of the scholarships, financial aid, and Veteran Affairs functions for a large community college. Oversees development and production of reports, ensuring compliance with University and funding agency requirements. Supervises a team of customer service specialists, financial aid advisors and support staff.
Standard Duties:
Supervises personnel to include: work allocation, training, promotion and enforcement of internal procedures and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Provides analysis of business problems using fact-finding procedures and knowledge of pertinent work processes. Develops recordkeeping and fund-level management procedures in accordance with applicable regulations, policies and standards. Develops, implements, tracks, reports, and certifies policies/procedures in compliance with State/Federal Laws. Responds to inquiries and investigates and resolves problems related to transactions handled by the department; serves as a liaison with other departments in the resolution of day-to-day administrative and operational issues. Conducts student financial aid workshops for students and college clients; advises students/families regarding application process and financial aid eligibility. Participates in the development, implementation and administration of operating goals, objectives and procedures to enhance unit operations. Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the organization’s goals and objectives; Interprets federal regulations, guidelines and professional literature on financial aid, and informs financial aid staff of changes, modifications and interpretations resulting from new or current legislation. Verifies enrollment status, reviews all transcripts for previous certification of courses. Monitors student progress, tracks changes in grades, status, and parts of term and curriculum. Assists veterans with withdrawal process when they are called to active duty. Leads the college’s loan default management program including plan development and implementation. Plans and coordinates the college’s financial literacy student presentations. Responsible for ensuring the college’s financial aid web site, materials and communications are updated and reflect current regulations and procedures. Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of standard and/or fund accounting principles, methods, and applications.Knowledge of federal financial aid regulations, procedures, and requirements. Knowledge of best practices related to implementing financial aid processes, loan default management, and customer service. Knowledge of federal law relevant to area of responsibility.
Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures. Skills in goal setting and managing to meet goals. Skills in employee development and employee performance management.
Ability to communicate effectively, both orally and in writing. Ability to plan work schedules and assign duties; ability to provide or arrange for training. Ability to analyze and solve problems. Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Five (5) years of professional experience related to the standard duties as outlined.
