Purpose of Classification:
Provides strategic leadership and direction to the University in all facets of the establishment of institutional initiatives related to University’s research enterprise competitive in the present changing sponsored program environment. Provides overall administration of a significantly large/major externally funded organization. Prepare strategic directions, policies, fiscal oversight, and personnel management oversight.
Standard Duties:
Directs and manages the process of developing, refining, and monitoring and reporting on the implementation of the organizational initiatives. Develops and implements a consistent, effective plan to increase University visibility in the community, in order to further the mission and goals of the University and position the institution as a major force in the laboratory/research community and development activities. Advises the senior leadership on best ways to position the institution with laboratory/research leadership on issues that have a direct, strategic impact on the University and in scientific matters, including making recommendations on future projects, such as new research opportunities or technological ventures. Identifies emerging issues in the local, State, and Federal laboratory arenas that have potential impact on the University's mission, goals, and/or operations, and recommends strategies for advocating the University position on these issues. Lead the newly formed Collaboratorium for Resilience, Security and Sustainability (CReSSt) in its efforts to seek funding and link to NMSU and external stakeholders. The CReSSt work will require a security clearance as well as credibility and relevant networks in academia, DOE laboratories, government agencies, and industry. Stay updated on technological advances and scientific trends and national, state and international funding related to the CReSSt mission. Coordinate research activities through recruitment of qualified researchers, managing personnel and evaluating their performance. Prepares and/or contributes to the preparation of reports, briefings, presentations, and responses on strategic planning issues. Integrate CReSSt research and programs with faculty, staff, and students Serve public relations by representing the scientific goals and interests of the University at press conferences, meetings, conventions and stakeholder events. Keep abreast of research activity in the colleges, centers and institutes of NMSU and to establish and maintain contacts in academia, government, or industry that are advantageous to these units. Performs miscellaneous job-related duties as assigned.

Advanced verbal and written communication skills and the ability to present effectively to small and large groups.
Demonstrated ability to grow and develop new mission or technology areas within an organization. Ability to lead, guide, coordinate, and facilitate strategic planning processes.
Minimum Qualifications:
   Education- Doctorate degree in related field.
   Experience- Ten (10) years of increasingly progressive management experience in one or more areas that report to this position.
