Purpose of Classification:
Supervises analysts in the collection, analysis, synthesis and publication of open-source intelligence in response to FDA PREDICT Project tasking in order to improve risk assessment of imported products under FDA cognizance. Directs long- and short-term studies on tasked entities. Directs acquisition and analysis of data to produce specified written products and oral presentations. Provides daily guidance and strategic direction to the PREDICT Open-Source Intelligence Team.
Standard Duties:
Supervise, direct, delegate, and evaluate work of assigned analysts. Provides intermediate and advanced training in intelligence collection and analytic techniques. Provide strategic direction to team development, improvement of products and performance. Primary customer point of contact in new task definition and refinement. Obtains customer feedback on team performance. Works with project manager in future planning and resource management. Interviews and assesses applicants for the Open-Source Intelligence Team; makes hiring recommendations to the project manager. Writes performance evaluations and provides performance counseling for analysts. Perform related duties as required.
Knowledge, Skills and Abilities:
University and department policies and procedures; principles and practices of organization and administration; Microsoft Office Suite, Adobe document production, Google Earth, Silobreaker, Copernic, Analyst Notebook tools; advanced intelligence analytic methodologies and tools (i.e., leads task definition activities; organizational and system analysis; scenario generation and development; hypothesis generation and testing, analysis of competing hypotheses, bias detection, model selection, qualitative analytic testing); standard intelligence community (IC) reporting formats; IC structure, functions and processes; internet and deep web collection strategies; search engine peculiarities and limitations; HTML, trend analysis and search engine optimization (SEO) tools and strategies; conducts predictive analysis using both quantitative and qualitative methodologies.
Strong ability to teach intelligence research, collection and analysis techniques. Experienced in short-and long-range planning; problem analysis and resolution. Strong intelligence report writing and oral presentation skills; practiced and experienced in customer relations.
Create and maintain a flourishing team environment while also demonstrating an ability to work independently; demonstrated leadership and management capabilities; work reliably under pressure and deadline; rapidly learn and understand new material outside one's area of expertise; interface regularly and professionally with customer representatives and subject matter experts worldwide; must sign a Non-Disclosure Agreement.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Five (5) years of professional experience related to the standard duties as outlined.
