Purpose of Classification:
This position is responsible for responding to workforce and economic development opportunities in Dona Ana County through the development, management, supervision, implementation, administration and evaluation of workforce educational training services and outreach non-credit programs: Adult Basic Education (instructional and student support services), Community Education, Customized Training, the Small Business Development Center, Career Services, Work-based Learning, and the Carl D. Perkins federal grant for Career and Technical Education Programs.
Standard Duties:
Supervises and administers workforce educational programs to include delivery of instructional non-credit programs and student support services including Career Services and work-based learning programs for credit and non-credit students; strategic planning, program evaluation/improvement, and reporting/accountability. Hires, supervises, and evaluates staff; resolves issues and problems; provides direction and guidance; initiates professional plans; and conducts staff meetings. Develops and manages/monitors program budgets. Manages facility usage at various campuses including Las Cruces (Workforce Center and Quintana Learning Center), Chaparral, Gadsden, and Sunland Park Education Centers. Coordinates/directs grant writing and resource development projects, including the Carl D. Perkins federal grant for Career and Technical Education credit programs. Provides midand year-end reporting for grants and contracts. Responsible for data quality audits/analysis. Develops/fosters community partnerships/outreach. Responsible for program marketing to business and industry. Collaborates with public/private educational service providers. Serves as liaison between Workforce Development and ABE and the community college and university, community agencies, businesses and other groups, advisory committees, state and national groups. Responsible for community outreach. Negotiates contracts and memorandums of understanding. Performs miscellaneous duties as assigned.

Knowledge and understanding of principles, procedures, regulations, and standards applicable to the job. Understanding of DACC's mission, vision and goals.
Excellent communication skills, both written and oral ability to listen to new ideas and to respond in a timely manner to students and staff; demonstrated skill in dealing effectively with personnel conflicts and concerns; organizational and short- and long-range planning; problem analysis and resolution; effective interpersonal skills; public and customer relations; curriculum development, and problem solving; word processing, spreadsheets preparation, database management, and general computer skills; highly developed skills in planning, facilitating and implementing complex workforce education projects and programs. Demonstrated ability to administer in a fair, thorough and thoughtful way; ability to solve problems and deliver difficult messages in a sensible way; to work independently and to establish and maintain a high degree of personal and program integrity and openness with students and staff; to direct, evaluate, train and supervise work of assigned personnel; to develop and maintain effective working relationships; to maintain accurate and orderly records; to analyze and evaluate information. Ability to utilize data to make informed decisions.
Minimum Qualifications:
   Education- Master's degree in a related field.
   Experience- Five (5) years of professional experience directly related to the standard duties as outlined.
