Purpose of Classification:
Responsible for leading strategic operations (business, operational and transformational) for Arrowhead Center under the direction of the Director. Assist the Director to provide strong vision, leadership, management, coordination and oversight in the areas of internal and/or external operations, to include design and implementation of programs and initiatives, communications, quality management, process and capacity design and improvement, data tracking and management, and change management.
Standard Duties:
Lead large-scale projects and programs having moderate to high levels of complexity. Translate leadership decisions into clear direction for working teams, identifying necessary milestones and deliverables. Provide clear communication with cross-functional teams and senior leadership to ensure consistent understanding of operational needs and opportunities. Execute strategic directives for moving entrepreneurship, innovation, and economic development (the mission of Arrowhead) initiatives forward. Engage in planning to define, launch, and drive strategic and operational goals. Collaborate directly with various partners, teams and stakeholders, within Arrowhead and across the university, state, region, and nation. Identify organizational needs and opportunities, and arbitrate priorities and allocate resources. Supervise, direct, delegate, and evaluate work of assigned staff, and interface with external stakeholders. Represent Arrowhead Center with clients/customers, sponsors, and partners. Support the implementation of strategic direction in alignment with NMSU strategic plan. Perform related duties as required.
Knowledge, Skills and Abilities:
Knowledge of university and department policies and procedures; principles and practices of organization and administration; principles of supervision, training, and performance evaluation; substantive nature of Arrowhead and agency programs, state and federal regulatory processes and statutes in relationship to proposals, grants, and contracts.
Demonstrated skills in working across agencies to achieve collective missions; short- and long-range planning; problem analysis development and resolution; re-engineering and mapping across Arrowhead systems and initiatives; report preparation and presentation; grant identification, writing, management and metrics; public contact and relationships; high level of oral and written communication; direct analysis to manage customer satisfaction; tactical planning; strategic planning and direction.
Ability to direct, evaluate, train, and supervise work of assigned lower-graded staff with integrity and fairness and in accordance with NMSU policies; manage multiple initiatives representing Arrowhead and NMSU; develop and maintain effective working relationships within the department and throughout the university system; manage accurate and orderly records for timely reporting; demonstrate a high level of independent judgement and initiative; organize and direct activities; analyze and evaluate information.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Five (5) years of experience related to the standard duties as outlined.
