| Purpose of Classification: | |
| Performs tasks for the diagnosis and control of contagious and infectious diseases of livestock, poultry, and other animals. Overall responsible for conducting diagnostic tests; administration of animal disease control laws and regulations,and quarantines of intrastate livestock movement. Performs surveys, examinations and other activities of livestock disease control and eradication within an assigned area of the state. Assists director with planning and development and the implementation of disease diagnostics. | |
| Standard Duties: | |
| Oversees the supervision of personnel which includes:work allocation, training,promotion and enforcement of internal procedures and controls and problem resolution;evaluates performance and makes recommendations for personnel actions;motivates employees to achieve peak productivity and performance. Performs scientific, diagnostic, and analytical functions as required in a timely and professional manner in a veterinary laboratory environment. Prepares laboratory specimens and conducts some analyses. Assists in the diagnosis of disease problems in animals. Assist in necropsy procedures. Investigates disease outbreaks. Interprets and reports results to supervisors, referring veterinarians and animal owners. Provides information on animal disease problems to other state and federal agencies. Assurances compliance with government policies, programs, regulations, and accrediting organizations or authority. Provides the laboratory director current and accurate information relative to activities affecting agriculture as requested. Maintains effective liaison with state and federal animal regulatory agencies, in addition to producer groups and veterinary associations within New Mexico and the Southwest. Oversees veterinary laboratory quality assurance/quality control system. including implementation and administration. Function as veterinary laboratory safety officer. Responsible for safe and proper operation of the alkaline tissue digester; keeps abreast of current regulations concerning its use. In accordance with regulatory requirements, oversees packaging and shipment of biological specimens to reference laboratories and facilities. Assists the laboratory director with planning, organizing, and direction of the development, coordination and implementation of new and existing disease diagnostics. Performs miscellaneous job-related duties as assigned. | |
| Knowledge, Skills and Abilities: | |
| Knowledge of university and department policies and procedures; local, state, and federal laws, and regulations; agricultural and livestock sector in New Mexico and the United States; regulated industries; specialized knowledge of state government; principles and practices of public administration and operational management; livestock diseases and management principles of various food animal producers in New Mexico and the desert Southwest; Good Laboratory Practices; development of standard operating procedures; World Organization of Animal Health (OIE), American Association of Veterinary Laboratory Diagnosticians (AAVLD), and ISO17025 QA/QC recommendations and procedures. | |
| Skill in short and long-range planning; problem analysis and resolution; report preparation and presentation; public contact and relations; function as emergency backup laboratory scientist in the histology, microbiology, and serology sections. | |
| Ability to direct, evaluate, train, and supervise the work of assigned personnel; communicate effectively in written and verbal form; develop and maintain effective working relationships; maintain accurate and orderly records; use independent judgment and initiative; organize and direct several activities; analyze and evaluation information; have basic computer skills. | |
| Minimum Qualifications: | |
| Education- Bachelor's degree in a related field. | |
| Experience- Eight (8) years of increasingly progressive management experience in one or more areas that report to this position. | |

| Certifications/License- May be required to be certified, registered, or licensed in a specialty area; maintain training and expertise to assist others in dealing with animal health emergencies in New Mexico and the region; maintain certification as a Hazardous Material Industry | |
