Purpose of Classification:
Directs and administers the operations of a regulatory agency laboratory including: chemical, physical or biological analyses to identify possible potentially hazardous substances. Ensures that quality assurance standards and laboratory certifications are maintained by staff. Evaluates and reports analysis of overall process including, but not limited to methodologies and technical problems. Report resulting analysis data to regulatory programs.Maintains effective communication with associated regulatory program staff.
Standard Duties:
Works under limited supervision. Directs, supervises, coordinates,develop methods, and may perform chemical, physical, or biological analyses to identify the purity and concentration of substances that may be constituents, adulterants, contaminants, or potentially hazardous substances in the environment, food, consumer products, biological tissues and fluids, hazardous waste, or industrial and agricultural commodities or seeds for both the agency regulatory program, as well as the regulated industry and public(on a fee basis).Assists and consults on field sampling, handling and preservation procedures; evaluates and maintains adequate laboratory equipment including arranging necessary maintenance or replacement of equipment and supplies. Ensures that quality assurance procedures and laboratory certifications are in compliance with federal, state, and university regulations and standards, are maintained by all laboratory staff.Oversees budgetary and fiscal needs and expenditures; Performs recording and mathematical or statistical analysis and interpretation of analysis results; resolve technical; Oversees the supervision of personnel which includes: work allocation, training, promotion and enforcement of internal procedures and controls and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Develops, implements, evaluates, provides corrective action and documentation and reporting of methodologies, analysis protocols, technical problems, and quality assurance programs; record, interpret, maintain, and report resulting analysis data to regulatory programs for utilization in inspection and enforcement determinations. Organize, plan, and complete activities to achieve general and specific goals outlined by supervisor.Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge and understanding of: university and department policies and procedures; accreditation and certification requirements and standards; proper laboratory operations and procedures; proper chemical hygiene, good laboratory practices, hazardous waste handling, and environmental health standards; state and federal laws and rules pertaining to regulatory programs for which analysis is being performed.
Skill in: verbal and written communication; preparing and maintaining accurate, orderly records and reports; budget management and fiscal responsibility; employee supervision; maintaining professional and appropriate report with regulated entities and laboratory customers; short and long term planning for effective and timely completion of assigned work.
Ability to: develop and perform analysis following prescribed analysis methodologies; monitor and maintain quality assurance and quality control standards; supervise, advise, and train any assigned staff; complete assigned tasks and activities in requested timeframes; obtain guidance or direction from supervisor when needed; foster a cooperative work environment and maintain effective relationships with co-workers, supervisor, regulated industry, and the public; self motivate to work effectively under limited supervision.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Five (5) years of professional experience directly related to the standard duties as outlined.
   Equivalency- None
   Certifications/License- May be required to be certified, registered, or licensed in additional specialty area(s).
