| Purpose of Classification: | |
| Performs laboratory work involving physical measurement of mass, volume-gravimetrically and volume transfer, length, temperature and other related measurements including the proper care and handling of measurement standards and the use of sensitive instruments. Works under supervision by the Program Manager Metrologist, the Standards and Consumer Services Division Director or the Consumer Services Assistant Division Director. | |
| Standard Duties: | |
| Inspects, repairs, adjusts and calibrates field weighing and measuring devices used by the State Officials and Registered Repair Establishments to maintain conformity to standards and regulations enforced by State law; Calibrates a wide range of equipment used as measurement standards; Sets up experiments to conduct measurement studies, to develop measurement procedures or to determine the effects of environmental change on measurement techniques and devices; Participates in Inter-laboratory comparisons with other State Laboratories and performs required National Institute of Standards and Technology (NIST) and National Voluntary Laboratory Auditing Program (NVLAP) internal and external audits; Maintains the Laboratory's Quality System; Inspects and tests packaged commodities in the laboratory when field testing is deemed inappropriate; Maintains the State laboratory according to NIST procedures and practices; Performs prototype calibrations and in testing devices not typically encountered in commercial weights and measures; Assists in implementing operational policies and procedures and in selecting new lab equipment; Prepares certificates of calibration, reports for tests conducted,presentations,letters, weekly activity reports and client billings; May travel throughout the State to perform field work and must travel to other states annually to participate in the Regional Measurement Assurance Training and laboratory certification programs conducted by NIST;Independently performs mass and volume (gravimetric & volume transfer) measurements at the Echelon I, II & III level. May train associate metrologist in technical complexities of the work. Issues a completed report and/or calibration certificate; enter check standard values in the appropriate charts; Determine if data points are in control; calculates uncertainties for all measurement processes; Assumes the duties of Technical manager of the laboratory. Performs miscellaneous job-related duties as assigned. | |
| Knowledge, Skills and Abilities: | |
| Knowledge of algebra, geometry and physics as they relate to measuring mass, volume, length and temperature; Knowledge of laws and regulations applicable to primary and secondary standards of measurements; Knowledge of metrology laboratory procedures; Knowledge of procedures and techniques used in calibrating and testing measurement devices; Knowledge of the characteristics, functions and use of standard weighing and measuring devices; interpersonal and organizational communication, both oral and written. | |
| Ability to communicate effectively and to establish and maintain effective working relationships with departmental staff, the general public and industry representatives. Ability to interpret and apply technical guidelines, specifications, regulations and laws applicable to testing and certifying measuring equipment; Ability to make analytical determinations based on observations, technical procedures and use of measurement laboratory equipment; Ability to use a variety of measuring tools and instruments. | |
| Minimum Qualifications: | |
| Education- Bachelor's degree in related field | |
| Experience- Five (5) years of experience directly related to the standard duties as outlined. At least one (1) year each as a Quality manager and as a Technical manager of a laboratory. | |
| Equivalency- Any equivalent combination of education, military training and/or military experience as approved by Human Resource Services. | |
