Purpose of Classification:
Professional level supervisory position. In charge of State standards, analytical equipment of the laboratory; and has administrative and operational responsibility for the lab. Responsible for the analysis, reporting and recording the maintenance of NMDA laboratory standards and with regulating and enforcing laws that pertain to products in New Mexico. Verifies that all practices and procedures are in compliance with program standards. Under minimum supervision, reports directly to the Division Director or Assistant Division Director.
Standard Duties:
Oversees the supervision of personnel which includes: work allocation, training, promotion and enforcement of internal procedures and controls and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Responsible for the analysis, reporting and recording the maintenance of NMDA laboratory standards; in particular, reference and secondary standards; Inter-laboratory comparisons; and software constructed by the laboratory.Review inspections and repairs of all laboratory equipment in order to maintain conformity to standards and regulations enforced by State law; validates employee training certification; Incorporate new procedures and training into the laboratory; Sets up experiments to conduct studies,and develops and validates new procedures when national recognized procedures do not fit the situation or to determine the effects of environmental change on techniques and devices; Supervises participation in inter-laboratory comparisons with other state laboratories,examines results, and corrects deficiencies; ensures the timely completion of required internal and external audits and submits reports to the appropriate agency; supervises the inspection and testing of packaged commodities in the laboratory when field testing is deemed inappropriate; Responsible for quality assurance to ensure that the laboratory is managed according to State, National and International guidelines; prepares budgets and gathers information when selecting new equipment or standards for the laboratory; prepares certificates, letters, annual activity reports, customer surveys and client billings; constructs and maintains all reports, checklists and forms necessary for the safe and proper operation of the laboratory; responsible for work stoppage and starting when environmental conditions fail to meet standards; may travel for training and field work.Performs miscellaneous job-related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of laboratory procedures; knowledge of procedures and techniques used in the specific laboratory specialty; knowledge of the characteristics, functions and use of standard laboratory equipment.
Skilled in short- and long-term planning; problem analysis and resolution; report preparation and presentation; interpersonal and organizational communication, both oral and written.
Ability to communicate effectively and to establish and maintain effective working relationships with departmental staff, the general public and industry representatives; ability to interpret and apply technical guidelines, specifications, regulations and laws applicable to the lab specialty; ability to make analytical determinations based on observations, technical procedures and use of laboratory equipment; ability to use a variety of laboratory tools and instruments.
Minimum Qualifications:
   Education- Bachelor's degree in a related field.
   Experience- Five (5) years of experience directly related to the standard duties as outlined. At least one (1) year each as a Quality manager and as a Technical manager of a laboratory.
   Equivalency- None
   Certifications/License- Successful completion of required laboratory training and current certifications as necessary. Within one month, attend and pass driver safety class. Within first year, attend various lab safety classes (ladder safety and forklift training) required by th
